This might only be enforced through the client not seeing anything manipulated in
WS_StartBroker to set the character level.
The client XML UI needs to pull the players current level
Only workaround is creating a saved search, but you have to select each time you open the broker..

Either there is some other packet to set these values or the client controls (seems the save files are on the client).. in any case resolving client defaults will have to be handled in the future outside scope of the worldserver implementation
