added an InfoStruct UInt, no_interrupt -- when set to 1 then we will not CheckInterrupt (eg. instead of a focus skill check, you will always avoid an interrupt in that respect).

There are other areas where you can be interrupted, eg someone could run the LUA command Interrupt, not sure we want to tie this into the same restriction.
