Captain Varlos isn't spawned on Queen's Colony in the test server environment. This makes leaving the island without a dev account impossible.
For now, a band-aid to this issue could be just spawning Varlos in QC since that's the only version of the isle we can access. However, it should be noted that this work might need to be repeated since OPO/IOR could be enabled in the long-term future.

Rylec should be working on QC if you have any questions there about missing mobs.. you can /zone anywhere right now, do /zone list xyz to find a zone name.
