#17 EQStream needs review for certain code being difficult to follow such as sequencing

Sequencing uses numerical values 0, 1, -1 to represent the stages. We should be doing similar to eqemu and using an enum to make this easier to follow. General EQStream overview should be done to make it more up to speed with eqemu's updates.
