Quest details, prereqs,have some type of option added that will OR quests required , multiple faction checks
ie require quest 253 or 254 to be completed
require faction A 10000 or faction B 10000
add a Maxfaction subtype
add alignment check
add some type of home city check

if it exists and you return 0 the quest is not available, otherwise you can set the npc flag to whatever you want for overhead display
