#325 character_languages db constraint likely stops characters deletion on world server

this is still an issue, but honestly on the database. These locks are just causing contention between code + DB 'decisions' that aren't relevant (its when a character is being deleted). Ideally the lock checks should be removed on this table, they don't help the char deletion process.
