#443 enforce character create properties

Right now we only 'check' the starting zone (against our database WorldDatabase::UpdateStartingZone) and name checks for filters.

We need to pursue much deeper support here in that we check model id/race id/class/alignment so forth.

Need to support SOGA properties also, right now only support classic models. This means newer races like fae, arasai, aerakyn, darkblood, (non classic models) may not currently work and have to be verified.
