#538 Items offering quests should use same color conning as quest journal

The quest name on an examined item should display a conning color similar to the quest journal. This relates to the quest's set level compared to the player's.

All items currently display quests offered as gray (trivial) regardless of player level.

This is AOM only, DoF does not support this feature. Issue is due to a code desync between the structure names

offers_quest_color and part_of_quest_color vs re-used quest_color
