#544 world server and login server have issues with skin color unexpectedly changing

This has been a long standing issue seen in both AoM and DoF clients. We need to make sure synching between LS/World is taking place correctly as well as the updates after character creation. There seems to be a point where the characters skin colors unexpectedly change and do not match, so LS and World have opposite colors (usually).
