#554 weight support

we have the SetInfoStructUInt for "weight" which will show up on the UI under the weight.

• Need to double check where the "you are encumbered!" visual display is coming from in the client
• speed enforcement
• weight calculation for coin (/100)
• weight calculation in bags w/ weight reduction included

2004 post (monk & other classes) do not have any weight restrictions like EQ1 (any class can 'max' out their weight without any penalty) - https://forums.daybreakgames.com/eq2/index.php?threads/monk-weight-restriction.95119/

Per EQ2 Prima Guide Released in 2004 Weight (Wt.) lists the item’s weight. Note that all accessories weigh 1 each. neck, earring, ring, wrist, waist are all considered accessories

Prima guide also states: High Elves cannot carry as much weight as other races. While it is not impossible for a High Elf to learn the arts of heavy armor and axes, it is suggested that those with the blood of a Fighter in their veins find a race more suited to giving and taking hits.
