To consume food/drink you must first locate it in your inventory and right-click on it. When you do this you will be presented with two consumption options: "Eat/Drink Now" and "Eat/Drink When Hungry/Thirsty"
Eat/Drink Now - Selecting this option will consume the specified food/drink and apply its regeneration effect immediately. This will override any current food/drink effects that the character currently has.
Eat/Drink when Hungry/Thirsty - Selecting this option will consume the specified food/drink and apply its regeneration effect the next time the character is hungry/thirsty.
Stop Eating/Drinking - To halt the future consumption of food/drink you can use the commands /stopeating and /stopdrinking. This will prevent you from consuming food/drink when hungry/thirsty unless you choose the "Eat/Drink when Hungry/Thirsty" option again.

Food / drink can be used via inventory and we don't handle that properly.. I had started looking into this in the past milestone, but never completed.
isle of refuge has "eat when hungry" "drink when thirsty" in right click ui
